Submissions to the downstream-provider complaints channel are not anonymous: the complainant must give identification and contact details, must explain why they qualify as a downstream provider, may submit in any official EU language, and receives a reference number. The Commission examines submissions in a confidential manner and notifies complainants where a complaint is out of scope or ineligible.

Why it matters

Confidential is not anonymous. A team weighing a complaint against its own model supplier is weighing a named filing, and that is a commercial decision as much as a legal one.
