The general AI Act complaints tool states that it cannot be used for breaches of Articles 53 to 55 or for matters under Article 89(2), is limited to Article 85 complaints about AI systems under the AI Office's exclusive competence, and is itself not an anonymous channel. The AI Act whistleblower tool is the anonymous route and is available to individuals professionally connected to AI providers or deployers.

Why it matters

Filing in the wrong place is the most likely failure mode for a first-time complainant, and the general tool is the one people find first.
