AI Act Article 3(4) defines a deployer as a person or body 'using an AI system under its authority', excepting personal non-professional use. The definition contains no reference to approval, procurement or inventory.

Why it matters

Deployer status is the hinge: it attaches by use, so an agent nobody approved still makes its organisation the deployer, and every downstream duty is computed from an estate the organisation may never have counted.
