AI Act Article 4 obliges providers and deployers to support AI literacy for their staff 'and other persons dealing with the operation and use of AI systems on their behalf', and has applied since 2 February 2025.

Why it matters

It is the AI Act duty that already binds every deployer with no risk-tier gate and no deferral, and it cannot be scoped against a register that is missing most of the estate.
