The Digital Omnibus, Regulation (EU) 2026/1744, entered into force on 27 July 2026 and moved the Annex III high-risk rules to 2 December 2027 and the Annex I embedded-product rules to 2 August 2028.
Why it matters
It rules out the obvious answer — Article 26 deployer obligations — and forces the argument onto the duties that actually apply today.
