Article 71(2) sets the reporting obligations for open-source software stewards under Article 24(3) to apply from 11 December 2027, not from 11 September 2026.

Why it matters

The clock did not start for everyone. Whether a given component in an agent stack is on the 2026 clock or the 2027 one is decided per component, and most stacks contain both.
