Article 64(2) sets administrative fines of up to EUR 15,000,000 or, if higher, 2.5% of total worldwide annual turnover for infringement of the Annex I essential requirements and of the obligations in Articles 13 and 14.

Why it matters

Reporting is not a second-tier duty. It carries the same maximum as the essential requirements themselves, above the 2% tier that covers most of the rest of the Regulation.
