Article 3(49) of the AI Act defines a serious incident by reference to death or serious harm to health, serious and irreversible disruption of critical infrastructure, infringement of Union-law obligations protecting fundamental rights, or serious harm to property or the environment.
Why it matters
The definition is harm-based, so a vendor's "no harm" assessment is the whole reporting question rather than a side remark.
